If I wanted a VPS for personal use I'd try Acenet.  If I wanted something with a reputation I knew 
I'd try Rackspace (better known and a bit more expensive).  I haven't used either but I'd be willing 
to try them.

If I wanted to make a service available to do something non-24/7 I'd use a IaaS provider, preferably 
based on OpenStack (but price might matter).
