The "moderator" can control a few things including who presents or is the "presenter", yes.

Unless there is more than one person, you get the "on hold" or "elevator" music until further notice.  When there are 2+ "listeners", then you can hear whoever is speaking (or mute them).  The "moderator" can control the audio overall for the conference as well.

Go to the CLUE Conference web site -> OpenMeetings link and take it from there.
