Have you looked at the "Match xxx" option?

According to the website, sshd_config has an option for 'Match xxx"
(where xxx can be User, Group, Host, etc.).  If matched, the following
option override the global settings.  It appears to be a valid option
for *BSD, not sure if it'll work for Linux.
