rt is what the serious admins I know use for ticket tracking.  It's not 
a bug tracker, it's a ticket tracker, though they overlap a lot.
I haven't used it but until you get into customization it seems easy 
enough.  When I do set up a ticket tracker I'll use it, even for a 
really small project.
The quality of its email interface is frequently mentioned.
