If you mean swap is always in use, look at swapoff.  If you mean LVM, if 
you boot to single user mode or from a rescue CD, it won't be.  (Wonder 
if the latest Knoppix supports LVM2 yet.)

EVMS intends to be that.  Not sure it's quite ready for the masses yet.
