I assumed that the telnet app I ran was the one that comes with cygwin.  Based 
on Dave's response, it would appear that I am running the MS telnet client.  
This makes sense, given that ssh works fine and I am certain that it is the 
cygwin ssh application.

I'll look at my system at work tomorrow and report back.

I should have guessed it was Bill Gates's fault.
