Maybe something other than true ftp is "listening" on the same tcp port ...
21.  Have you tried a "telnet <ip> 21" to that address?  Or just try ftp'ing
to that interface.
Another option is that ftp is set to run as a full-time daemon.  Check your
startup scripts.
